March 12, 2020 – MEMO to Residents – COVID-19

Over the past few weeks, we’ve all seen the Coronavirus gain increasing attention in the media, from government officials, and across our country. On March 10, 2020, Governor Charlie Baker declared a state of emergency for Massachusetts. As this has unfolded, we have been monitoring the situation closely and have been taking steps to address the situation and be as prepared as possible.

Our first priority at the Northampton Housing Authority is always safety and our initial steps have aimed at ensuring the well-being of our employees, and residents, by enhance cleaning of common areas and common touch points such as door handles. We encourage all employees and residents to practice good hygiene, including washing hands often.

DHCD has asked us to remind residents of the following:

  • To let management know if they are under self-isolation or quarantine orders, and in certain cases if they are experiencing flu-like symptoms, so that staff can adjust maintenance practices for those units.
  • Ask residents and visitors to limit interaction with elderly and those with pre-existing health conditions.

Additionally, we are asking staff and residents to please stay home if they are feeling ill, especially with a fever or persistent cough. If you are feeling any impact of the concerns around COVID-19 please contact your health care professional for instructions on how and when to report to a medical facility.

Our leadership team is continuously evaluating potential risks and areas of impact on our business including, service to our residents, programs, meetings, and community gatherings. All community events will be postponed at this time including our Board Meeting scheduled for next week. We will continue to monitor and communicate any changes to that decision.

In addition, out of an abundance of caution, we have scheduled a deep cleaning at all of our  properties in the common touch points such as elevators, common doors, and offices tomorrow, Friday, March 13, 2020. During this time, our offices will be closed but on-call maintenance staff will be available to complete any emergencies that arise.

We will continue to update residents if any additional changes occur.

So many of the programs that allow us to provide affordable housing to our community here in Northampton depend on the census data such as:

        • Our Section 8 Housing Choice Voucher Program and  Section 8 Housing Assistance Payments Program which pays a portion of the rent for our voucher holders and supports landlords/businesses in the area. 
        • Public Housing Capital Fund which provides us with the ability to do renovations at McDonald House and Florence Heights

Participating in the census is required by law, even if you recently completed another survey from the Census Bureau. A complete and accurate count is critical for you and your community, because the results of the 2020 Census will affect community funding, congressional representation, and more.

Public Notice 03022020

The Northampton Housing Authority (NHA) 2020 5-Year  PHA Plan, 2020 Annual PHA Plan, Admission & Continued Occupancy Policies (ACOP) Revisions, Housing Choice Voucher (HCV) Administrative Plan Revisions, and Capital Fund Program Five-Year Action Plan are Available for Review and Inspection.

The Public is advised Northampton Housing Authority has made the following draft document proposals available for public review and inspection:

NHA will hold a Public Hearing to discuss the draft plans and proposed policy revisions on Thursday, April 16, 2020 at 6:30PM, at NHA’s Main Office, 49 Old South, Northampton, MA 01060

The changes to the plans consist of minor amendments proposed as a result of regulatory changes made or authorized by HUD. As the NHA makes changes to the draft plan as a result of recommendations from groups such as the Resident Advisory Board, and other written comment, those changes will be added as supplementary to the copy of the plan available for review.

The plan is available at the address above during normal business hours and the  location where the plan is available for review is accessible to persons with disabilities.

Written comments on the proposals are welcomed from March 2, 2019 to April 16, 2020. All written comments must be received by April 16, 2020 for consideration. Written comments can be submitted as follows:
